Value-Added Assessment in Utah Utah 's U-Pass Accountability Plan, which was signed into law in May 2005, requires reporting each student's status as well as his/her progress (comparing the previous year's performance with that of the current year's). Students are tested on both Criterion Reference Tests and the Utah Basic Skills Assessments. Attendance and graduation rates are also considered. Students with disabilities and English language learners have alternative plans.
