Value-Added Assessment in Illinois Chicago Public Schools use both school progress and student gain scores in their accountability system. Four measures are used: the Iowa Test of Basic Skills (ITBS) Total School Growth, ITBS Average Student Gain, Illinois Student Achievement Test (ISAT) Total Growth, and Adequate Yearly Progress. Total School Growth is calculated by comparing the average of the current year to the average of the three previous years. Average Student Gain is calculated by comparing a student's current and previous years' scores. At the high school level, measures that are looked at include the progress schools are making at reducing dropout rates, having more students on-track to graduate, increasing the percentage of students meeting or exceeding state standards on the PSAE, and Adequate Yearly Progress. For each of these, the numbers for the current year are compared to the averages of the previous three years.
