Center for Greater Philadelphia Staff

Barbara A. Lea-Kruger, CFRE, is the Center's Associate Director. She is a Certified Fundraising Executive with a M.A. in Journalism from the University of Minnesota and B.A.s in French and Linguistics from the University of Wisconsin, Madison. Barbara's prior communication experience includes working as a reporter and free-lance writer, serving as spokesperson for the Virginia Department of Health and directing communications for a non-profit agency serving the elderly. She has also served as development director and grant writer for several non-profit organizations.

Jennifer Zapf, Ph.D. is Operation Public Education's National Program Director. Jenny has recently worked as an independent consultant providing evaluation training, technical assistance and coaching to national service projects--AmeriCorps, VISTA, Senior Corps and Learn & Serve--and to the Corporation for National and Community Service's staff and state offices around the country. She has worked as part of national facilitation and technical assistance teams for various groups including the Northwest Regional Educational Laboratory, Bank Street College of Education and the OneStar Foundation. Prior to that, she was Senior Policy Analyst for the Center for Assessment and Policy Development where she worked with foundations and state and local organizations on improving educational and social outcomes for families and communities. Jenny received her Ph.D. from the University of Virginia in Educational Evaluation, a M.A. in Higher Education Administration and Policy Analysis from Stanford, and a B.A. from Wesleyan.

Stephanie Levin serves as Senior Policy Analyst for Operation Public Education's (OPE) national effort. Before joining OPE, Stephanie worked for eight years as a consultant for two Philadelphia area public policy centers, Solutions for Progress and the Center for Assessment and Policy Development, where she focused on a variety of issues including education policy, education funding, public health, health care financing, tax policy, housing policy and labor. Prior to her years consulting, Stephanie served at the New York City Office of Management and Budget directing staff in the preparation of the annual budget and financial plan for Medicaid, Public Assistance, Child Welfare and Day Care. She earned a Masters in Public Policy from the John F Kennedy School of Government at Harvard University and a Bachelors of Science in Architecture and Design from the Massachusetts Institute of Technology.

Irene G. Shaffer-Zarate is the CGP's Business Manager and is responsible for the financial operations of the organization. Irene holds a B.S. in Accounting from Widener University. She has also studied and traveled to Spain and Bolivia, and is fluent in Spanish. She joined CPG's team April 2004 and has over six years of experience with two large Philadelphia based corporations, where she held roles as Budget Analyst and Senior Contract Analyst.

Carla Thomas Mosley serves as the Administrative Coordinator for Center for Greater Philadelphia and Operation Public Education. She earned a BA in Financial Management and a Minor in Spanish Literature from St. Joseph's University. She has over 10 years experience in office management, events coordination, budgeting and bookkeeping and customer relations. Carla also worked for 11 years as the Program Coordinator for a State Funded Youth at Risk Prevention Program were she designed and implemented drug and alcohol prevention activities for youth in the South Philadelphia area. She also served as a Trainer / Workshop Facilitator for Temple University Center for Social Policy focusing on behavior modification for drug addicted women and children.
